North Carolina Low-Income & Disaster Relief Resource Guide

Food & Nutrition Assistance

Food and Nutrition Services (FNS) & TEFAP

If you struggle to afford food or lost your food supply due to a disaster, you can secure emergency groceries or ongoing monthly food electronic benefits (EBT cards).

  • Ongoing Assistance: Food and Nutrition Services (FNS) provides monthly benefits to low-income households based on income limits.

  • Disaster Assistance: The Emergency Food Assistance Program (TEFAP) coordinates with local regional food banks to distribute immediate, pre-packed emergency food boxes post-disaster.

How to Apply

  • Apply Online: Submit your electronic forms quickly through the NC ePASS Portal.

  • Required Paperwork: You will need to fill out the standard FNS Application form. Be prepared to provide proof of your identity, household gross income, utility bills, and North Carolina residency.

  • Disaster Note: If a formal disaster declaration is active, standard paperwork is often bypassed or streamlined for immediate TEFAP emergency food site pick-ups.

  • Apply In Person: Bring your documents to your county's local Department of Social Services (DSS) office listed below.

  • Federal/State Program: The Emergency Food Assistance Program (TEFAP) & Food and Nutrition Services (FNS/Food Stamps). 

  • Forms & Documentation: Standard FNS application (available via ePASS or paper form at local DSS). Provide proof of identity, household income, and residency. For disaster-specific TEFAP distributions, pre-packed boxes are distributed via local regional food banks without standard paperwork. 

  • In-Person Application: Apply at your local county Department of Social Services (DSS) office (e.g., Wake County DSS at 220 Swinburne St, Raleigh, NC 27610; Mecklenburg County DSS at 301 Billingsley Rd, Charlotte, NC 28211). Regional emergency food pantries also distribute TEFAP. 

 

Utility & Energy Bill Crisis Relief

LIEAP & ECIP Programs

Do not let your household power, heat, or water get disconnected. North Carolina runs two federally funded utility safety nets through county DSS offices:

  • Low Income Energy Assistance Program (LIEAP): Provides a direct, one-time annual payment to your heating utility provider to offset winter heating bills.

  • Energy Crisis Intervention Program (ECIP): Year-round emergency funding for households experiencing an active utility disconnection crisis or life-threatening energy shortage.

 

How to Apply

  • Apply Online: File an application directly on the NC ePASS Portal.

  • Required Paperwork: You will fill out the unified LIEAP/ECIP Application.

  • Mandatory Documentation: You must present a valid photo ID, Social Security numbers for all members of the household, a recent utility bill or active utility disconnect notice, and verified proof of total gross income showing your household sits at or below 130% of the Federal Poverty Level.

  • Apply In Person: Applications are processed locally at your county's DSS building.

 

 

Home Repair, Weatherization, & Structural Disaster Aid

Repairs & Home Efficiency Upgrades

If your home needs structural repairs, emergency storm recovery, or energy efficiency upgrades to reduce utility costs, several programs exist for low-income and disaster-affected homeowners:

  • FEMA Individuals and Households Program (IHP): Financial aid for uninsured structural damage, temporary housing, and vital property replacement directly caused by a federally declared natural disaster.

  • USDA Section 504 Housing Repair Program: Provides loans up to $40,000 and grants up to $15,000 for very low-income rural homeowners to repair, improve, or modernize their homes, or remove health and safety hazards. Grants are specifically reserved for elderly homeowners aged 62+.

  • Weatherization Assistance Program (WAP): Free home energy audits and efficiency installations (insulation, air sealing, heating repairs) to lower low-income household energy bills.

  • Essential Single-Family Rehabilitation (ESFR): Deferred, forgivable loans managed through the North Carolina Housing Finance Agency (NCHFA) to address major safety hazards for low-income elderly, veteran, or disabled homeowners.

 

How to Apply

  • FEMA Support: File your standard private insurance claim first, then register online at www.DisasterAssistance.gov or call the helpline at 

  • 1-800-621-3362.

  • USDA & Weatherization: Requires specialized applications detailing property ownership, homeowner's insurance, 2 years of federal tax returns, and recent pay stubs.

  • Apply In Person:

    • For FEMA, visit your local county's active Disaster Recovery Center (DRC) opened immediately after emergencies.

    • For USDA and Weatherization, apply through your regional USDA Rural Development office or your county's designated regional Community Action Agency.
